Though you SHOULD have the right-of-way if you arrive just before everyone else at a 4-way stop, DON'T assume it's totally safe. Move forward WITH CAUTION to assess acknowledgement before crossing the intersection. (If there's no clear "2nd place", the rest will likely proceed in clockwise fashion.)

If there is a flashing yellow light, stop. Check to make sure no other traffic is coming, then proceed.

When at a four way stop (all directions have stop signs) the car that stopped first has the right of way. If the car is driving straight and is in the same lane of traffic as you, you may also proceed at the same time. Otherwise, the vehicle to the LEFT of the first car may proceed next.
